What is an Administrative Employment Network?
AHEDD’s Administrative Employment Network (EN), operating under the Social Security Administration’s (SSA) Ticket to Work (TTW) program, is known as the PA Employment Network (PA EN). The PA EN is administered by AHEDD, which serves as the EN of record.
- The PA EN is a formal partnership of service providers that work together to expand access to employment services nationwide.
- Rather than each organization contracting directly with SSA as a traditional EN, partner affiliates operate collectively through the Administrative EN.

- Submits and manages Ticket to Work payments
- Provides technical assistance and oversight to partner organizations

Why Partner with AHEDD:
- AHEDD has been a leader in the SSA’s TTW program since 2001. Our team operates within a strong, performance-driven culture that closely aligns with the core principles and outcomes of the TTW.
- In 2019, AHEDD established its first PA EN partnership in Pennsylvania. Since then, the PA EN has expanded nationally, with successful partnerships operating in Pennsylvania, New Jersey and Missouri.
- The PA EN recently received the highest possible rating in an audit conducted by SSA’s Office of Program Integrity, underscoring AHEDD’s longstanding commitment to quality, compliance, and program excellence.
- AHEDD was the first EN in Pennsylvania to execute a Partnership Plus Agreement with the PA Office of Vocational Rehabilitation in 2013, further demonstrating leadership, innovation, and a collaborative approach to service delivery.
