What is an Employment Network?
AHEDD has been an Employment Network with Social Security Administation’s Ticket To Work Program since its inception in 2001. Employment Networks (ENs) are public or private organizations that are authorized by the Social Security Administration (SSA) to provide a variety of employment services to adults ages 18 through 64 who receive SSA disability benefits (SSI/SSDI) and want to work.
An Administrative Employment Network (AEN) is a group of service providers organized under a single EN of record (e.g. AHEDD) to forces as part of a national initiative to improve employment outcomes for beneficiaries with disabilities. An AEN partnership is executed with a written agreement that defines the roles and responsibilities of participating organizations as well as those of the EN. The agreement specifies how Ticket payments will be distributed to participating organizations, including how the EN is compensated for handling the administrative tasks. AHEDD’s AEN is known as the PA Employment Network (PA EN).

What makes AHEDD's PA EN unique?
AHEDD has been a traditional EN since its roll out in 2001-03, with consistent revenue generation of over $1 million annually.
As part of the PA EN, AHEDD’s partner agencies earn 78% of all ticket payments with incentive to earn even more.
SSA’s TTW revenue is flexible, unrestricted and accountable. Benchmark payments increase annually.
AHEDD received the highest rating on two recent services and supports reviews conducted by SSA’s Office of Program Integrity. Obtaining this score demonstrates AHEDD’s understanding of the importance of tailoring the individualized work plan and support and follow-up services to ticketholders.

AHEDD has been awarded the Work Incentive Planning and Assistance (WIPA) grant for Pennsylvania’s Western region since the program’s rollout in 2001-03
In 2013, AHEDD was the very first EN to sign a Partnership Plus Agreement with PA OVR
In 2019, AHEDD was among the first group of PA providers to deliver work incentives counseling to VR customers through a cooperative agreement with PA OVR.
As an Admin EN, AHEDD signed our first agreement with a partner agency here in PA in 2019. Since then, partnerships have grown to include agencies in NJ and Missouri.
